PROJECT SCOPE

Our client is providing Operation and maintenance supervision for the Water and Waste Water Treatment Plant of RioTinto on Canga East (the Simandou Project site) in the Republic of Guinea. This project is expected to run for a period of 18 months plus, and will involve working 7 day weeks, with 8 weeks onsite and 2 weeks offsite.

GENERAL STATEMENT OF RESPONSIBILITIES

Under Project Manager, the Site Manager plans, organizes, directs, and coordinates the activities of the Power and Water Treatment Plant including directing all facets of the operation and maintenance of the water treatment plants, Power generation plants, transmission mains, and ancillary facilities and coordinates activities and water and power production with the customer. The Director is also responsible for the budgeting, design, engineering, tender preparation and approval, and contract management of all major Power generation, water and sewage system works

MAJOR RESPONSIBILITIES

  • Provide vision, leadership and guidance for the effective and reliable operation and maintenance of power plant, water and wastewater systems including treatment plants, distribution, collection and storage systems.
  • Accountable for the safety and security of employees and facilities and to ensure that employees work safely and in compliance with relevant statutes and regulations and within the safe work procedures and directives that he co-established with the HSE Manager
  • Provide leadership, direction and support to Technical staff consistent with company’s proactive maintenance approach, policies and procedures; including strategic planning, recruiting, development, performance evaluation.
  • Ensure appropriate development, evaluation and licensing of operations staff.
  • Develop and monitor annual operating and capital budgets, and control expenditures while ensuring cost effectiveness and reliable operations.
  • Champion the continuous improvement of operations to meet the Company’s strategic priorities for high standards of environmental performance, cost effectiveness and fostering excellence in customer service
  • Investigates operating abnormalities and incidents to improve equipment availability and performance and to minimize maintenance requirements
  • Supervise the periodic reports to the Project owner and make presentations as required.
  • Performs other duties as required.

REQUIRED KNOWLEDGE AND SKILLS

  • Graduate of a university program in applied sciences, environmental or civil engineering or a related discipline, or equivalent (such as a combination of college plus continuing education that would be deemed equivalent to a university program)
  • Seven to ten years directly related experience in the Water treatment and / or Power generation industry, including 3-4 years of progressive management experience.
  • Extensive knowledge of the principles, practices, machines, equipment, materials and operating procedures of Water treatment and power generating plant.
  • Extensive knowledge of the occupational hazards connected Water treatment and power generation plant operation and of necessary safety precautions.
  • Considerable knowledge of the mechanics and designs of plant equipment and ability to read and interpret blueprints, plans, specifications relating to such equipment.
  • Considerable knowledge of mining budgeting and operation and safety procedures.

ADDITIONAL REQUIREMENTS

  • Thorough, demonstrated understanding of plant operations, with strong knowledge of generating equipment, and water treatment processes.
  • Ability to analyze and improve operations business processes, utilizing information about market dynamics and competitors' processes and achievements.
  • Working knowledge of operations and engineering functions and their interrelation to maintenance.
  • Demonstrated skill in planning, coordinating and directing varied programs and tasks directly effecting the overall plant operation.
  • Ability to plan, coordinate and direct varied programs and tasks directly involved with the maintenance component of the plant, but directly influencing the entire plant operation.
  • Understanding of accounting systems as it relates to work orders.
  • Experience with accounting practices as it relates to analyzing cost impacts to budget.
  • Ability to analyze and improve maintenance business processes, utilizing information about market dynamics and competitors' processes and achievements.
  • Strong oral and written communication skills.
  • Understanding of Risk-Based Asset Management strategies.
  • Solid knowledge of plant engineering and plant maintenance functions and how they relate to operations and income.
  • Proficient in the use of MS applications, including Word, Excel and PowerPoint in a Windows environment. Extensive experience with computer-based maintenance management programs and Internet.

  • Work in a safe manner that is in compliance with the Occupational Health & Safety Act and policies/procedures of the company;
  • Ensure employees are familiar with the workplace hazards and controls;
  • Participate in training and ensure employees are adequately trained and are competent to perform the work;
  • Ensure that employees work in compliance with the Act and District health and safety policies and procedures;
  • Ensure the protective equipment, devices or clothing are maintained in good working order and used correctly
